Minister of Local Government Presides Over NRS Leadership Handover

On Tuesday, 29 September 2026, a handover ceremony between the outgoing Director General of the National Rehabilitation Service (NRS), Mr. Fred Mufulukye, and the incoming Director General, Mr. Munyaneza Charles, was held at the NRS Headquarters in Karongi.

The Minister of Local Government, who presided over the ceremony, commended the outgoing Director General, Mr. Fred Mufulukye, for his dedication to his responsibilities and for the contribution he made to the rehabilitation work. He noted that his contribution provides a strong foundation that will also support the incoming Director General, and wished him continued success in contributing to the development of the country.

The Minister also welcomed the incoming Director General, Mr. Munyaneza Charles, assuring him of the Ministry’s cooperation and guidance as he takes on his new responsibilities. He urged him to build on the progress made by his predecessor in advancing rehabilitation programmes and improving the institution’s performance.

The Minister Dominique: “We ask you to continue working together, demonstrating commitment and maintaining strong collaboration, so that the institution can deliver more effectively on its mandate of preventing behaviors that undermine public safety and order, rehabilitation of delinquents, and reintegration of rehabilitation graduates into normal community life, because this is what Rwandans expect from NRS”.

The incoming Director General, Mr. Munyaneza Charles, thanked the country’s leadership for the confidence placed in him and pledged to work closely with all NRS staff to fulfil the responsibilities entrusted to the institution by the Government.
