MUFULUKYE Fred

Director General

Mr. Mufulukye Fred is the Director General of National Rehabilitation Service since April 2021. Fred has previously served in different capacities in Rwanda’s institutions including, Governor of Eastern Province from Sept 2017 to March 2021; Director General of Territorial Administration and Good Governance, Ministry of Local Government, from May 2010 to Sept 2017. He has also held different positions in the ministry of local government including coordination of policy formulation, capacity building interventions, and monitoring and evaluation of local government authorities; Personal Assistant to the Minister of Local Government.

Mr. Fred Mufulukye holds a Master’s Degree in Public Policy and Management from the Institute of Social Studies (ISS), The Netherlands. He has a Bachelors Degree in Public Administration from the National University of Rwanda. Mr. Fred has had a number of leadership trainings in Africa, USA, Europe and Singapore. He is one of the fellows for Archbishop Tutu Fellowship Program and US-International Visitors Leadership Program.

As a consultant, Fred designed Rwanda’s change management framework for Vision 2020- Umurenge programme, evaluated decentralisation policy 1st phase. He is one of the Rwanda Trainers for Local Leaders on good governance, values in action and development.

Fred actively participated in governance reforms in the post genocide Rwanda especially in areas of decentralisation, democratisation and local rapid development. He was an active player in the 2006 Rwanda Territorial Administrative reform as well as designing new performance approach (Imihigo).

 

CP Rtd NTIRUSHWA Faustin

Deputy Director General

CP (Rtd) NTIRUSHWA Faustin serves as the Deputy Director General of the National Rehabilitation Service (NRS) since April 2021. He brings extensive experience in internal security and peace building, command and administration, and in leadership and management skills, gained over more than three decades of service in Defense and Security forces.

Before joining NRS, CP (Rtd) NTIRUSHWA Faustin held several senior Police command positions, including: Deputy Commandant, National Police College (Sept, 2017– Jun 2020), Commissioner for Logistics (Sept 2015– Aug 2017), Commandant of Police Training School (Jan 2011 – Dec 2012) and Regional Police Commander in Southern and in Northern Province (Jan 2002 to Dec 2011). 

Throughout his career, He played a key role in developing and strengthening security and law enforcement institutions’ policies, their capacity building, strategic planning, their implementation, and monitoring and evaluation. He also actively participated in both national and multinational commission addressing security partnerships and efforts to overcome national and international challenges. 

CP (Rtd) NTIRUSHWA Faustin holds a Master’s of Art in Peace Studies and Conflict Transformation from the University of Rwanda, as well as a Level 7 Certificate in Strategic Leadership and management from Chartered Management Institute, United Kingdom (UK). He has also commanded Military, Gendarmerie and Police units, schools and departments, and served twice in United Nations Peace Keeping Missions. 

In addition, he was appointed a member and the rapporteur of the committee for Reform and Restructuring process of Law Enforcement in Rwanda, specifically in the section of Overall Policing Needs Assessment (1998-1999), a pre-requisite for building a professional Police Service.  He also worked with Swedish Police experts to draft Rwanda’s Community Policing model policy and its implementation plan (2001 – 2002).

Dr NSHIMIYIMANA Jean Damascene

IRC Coordinator

Dr. Jean Damascene Nshimiyimana holds a PhD in Psychopathology and Clinical Psychology from Université Paris VIII, France (2018).

Since 2024 up to now, Dr. Nshimiyimana has been serving as Coordinator of Iwawa Rehabilitation Center, where he had previously worked as Acting Coordinator (2020–2024) and as Director of Health and Social Rehabilitation (2019–2020).

Before joining the Center, he built a strong academic career between 2007 and 2019, serving as Dean of Faculty, Head of Department, Lecturer and Staff at the University of Rwanda and University of Kibungo. 

Earlier in his career, he was Head Master/Director of APE Nasho Secondary School (2005–2007) and Chairman of the Sector Council (Njyanama) in Nasho, Kirehe (2006–2007).

Dr. Nshimiyimana has published extensively on topics related to resilience, genocide, sexual and physical violence. His research and professional interests include team leadership, resilience, psychopathology, psychosocial rehabilitation and higher education teaching and administration.

HABYARIMANA Jean Damascene

NRC Coordinator

Jean Damascene Mr. Habyarimana has served as the Coordinator of Nyamagabe Rehabilitation Center since June 2024. With more than 20 years of experience in public service, leadership, and community development, he brings a wealth of expertise to his role at the National Rehabilitation Service (NRS).

Prior to joining NRS, Mr. Habyarimana held a series of leadership and governance positions in Rwanda, including: Mayor of Musanze District (2016–2019), Vice Mayor for Economic Development, Musanze District (2016), Member, Private Sector Federation (PSF) (2012–2015), Civic Education Officer & Board Member, ISAE-SU (2009–2012), Board Member, AGE-ISAE (2007–2009), Electoral Volunteer, Musanze District (2003–2009), Census Officer, Mutobo District (1998–2006) and Secondary School Teacher, ESRB–Busogo.

He holds a Bachelor’s Degree and an Advanced Diploma in Rural Development and Agribusiness from ISAE Busogo. Throughout his career, he has demonstrated a strong commitment to rural development, youth empowerment, and inclusive governance, values that continue to guide his leadership at Nyamagabe Rehabilitation Center.

UWIMANIMPAYE Jean d'Arc

BIZIMANA Selverien

Ngarama Rehabilitation Center Coordinator

Mr. BIZIMANA Servilien is the Coordinator of the Ngarama Rehabilitation Center at the National Rehabilitation Service (NRS), where he oversees administrative and technical operations and leads efforts to support the rehabilitation and reintegration of delinquent youth. With more than twenty years of experience in education and youth rehabilitation, he has devoted his career to capacity building, program coordination, and the reintegration of young people into productive society.

He holds a Bachelor’s Degree in Education, Psycho-pedagogy from the National University of Rwanda. Over the course of his professional journey, Mr. Bizimana has also completed several specialized trainings in school management, career guidance, conflict management, civic education, and youth leadership, enhancing his expertise in both education and rehabilitation program delivery.

Before his current role at Ngarama, Mr. Bizimana served as Acting Coordinator of the Nyamagabe Rehabilitation Center, where he directed daily operations, resource mobilization, and stakeholder coordination. Earlier, he was Director of Training and Programs at Iwawa Rehabilitation Center, where he designed and supervised vocational training programs, and built strong partnerships with government institutions and the private sector to expand employability opportunities for graduates.

He also served as the Headmaster of Butamwa College, Discipline officer at Kicukiro Secondary School, and later as a Member of Kigali City Council, where he contributed to urban development strategies, budget oversight, and social policy initiatives. Through these roles, he built a strong foundation in educational leadership, community engagement, and governance.

 

ZIGAMA Collette

Director of Administration and Finance

 

Madam ZIGAMA Collette serves as the Director of Administration and Finance. She is an accomplished finance and administration professional with more than 10 years of experience in accounting, financial management, procurement, and logistics across government institutions, private companies, and non-governmental organizations in Rwanda.

She holds a Bachelor’s degree in Business Studies with a specialization in Accounting and Finance, and has attained an intermediate-level CPA qualification from KASNEB Rwanda. 

Prior to her current role, Madam ZIGAMA held several key positions, including: Accountant, and Procurement Officer at the Rwanda Housing Authority, Procurement, and Logistics Officer at the Millennium Villages Project in Bugesera District. She also served as an Accountant, Procurement, and Logistics Manager at UTEXRWA.

NGWIJE Jean Nepomuscene

Director of Delinquency Prevention and Reintegration Unit

Mr. NGWIJE Jean Nepomuscene is the Director of the Delinquency Prevention and Reintegration Unit at the National Rehabilitation Service (NRS), where he leads national efforts to prevent juvenile delinquency and support the reintegration of rehabilitation graduates into society. With seven years of experience in youth rehabilitation, delinquency prevention, reintegration, and child protection, and over a decade in education, he has dedicated his career to improving the lives of vulnerable children, youth, and families.

He holds a Master’s Degree in Education from the Adventist University of Central Africa, and a Postgraduate Diploma in Child Justice from the Institute of Legal Practice and Development (ILPD), Mr. Ngwije has completed several online international professional development courses in children’s rights, psychology, leadership, addiction treatment, and talent management from institutions such as Yale University, the University of Geneva, the University of Michigan, Emory University, and the Indian School of Business.

Before his current role, he served as a Delinquency Prevention Specialist at NRS, where he coordinated child protection activities and supported the reintegration of street children. Earlier in his career, he worked with the Rwanda Education Board (REB) as an In-Service School Management and Leadership Officer, leading nationwide training programs and developing school leadership manuals. He also served as a Headteacher and Primary School Teacher, roles through which he built strong foundations in education and community engagement.

NIYITEGEKA Jean Marie Vianey

Director of Social and Health rehabilitation Unit

Mr. NIYITEGEKA Jean Marie Vianney is the Director of the Social and Health Rehabilitation Unit at the National Rehabilitation Service (NRS) Headquarters, a role he has held since 2018. He brings over 16 years of progressive experience in youth empowerment, behavior change, and psychosocial rehabilitation, with a proven track record of leadership in both government and non-governmental organizations.

Prior to joining NRS, Mr. Niyitegeka served in several senior positions advancing youth and health programs in Rwanda. From 2011 to 2018, he was a Sexual and Reproductive Health Specialist in the Single Project Implementation Unit (SPIU) under the Ministry of Youth and ICT. Between 2009 and 2011, he served as Youth HIV Program Coordinator at PSI-Rwanda, where he contributed significantly to national HIV prevention strategies targeting young people. Earlier in his career, he worked as an HIV Prevention Project Assistant at the Bible Society of Rwanda, where he gained valuable experience in community-based health interventions.

He holds a Bachelor’s Degree in Clinical Psychology from the National University of Rwanda. His academic background, combined with extensive field experience, has strengthened his commitment to the rehabilitation of youth recovering from drug addiction, psychosocial support, and youth economic empowerment.

Throughout his career, Mr. Niyitegeka has demonstrated a strong passion for empowering young people, promoting health awareness, and leading evidence-based interventions that contribute to sustainable development and the well-being of Rwandan society.

MUJYAMBERE Jean Pierre

Public Relations & Communication Specialist
